Digital, energy, and health: this week's Brussels agenda in a nutshell

A busy week in Strasbourg, which will host the plenary session of the European Parliament from Monday afternoon to Thursday. Many topics will be at the centre of the hemicycle debate, including the discussion on the Policy Programme 2030 “Path to the Digital Decade” and the vote on the modernisation of the Energy Charter Treaty. In addition, there will be a focus on the work of Coreper I, focusing on EU data space. In the background, the meeting concentrating on the digital transformation of the PA in Czechia. As for the Commission’s work, the new autumn package for the European Semester will be at the centre of the agenda on Monday.


Tuesday 22 and Wednesday 23 November 2022. The Czech Presidency of the European Council will host a two-day eGovernment conference in Prague focusing on the achievements and difficulties of the ongoing digital transformation of public administrations, taking place in the context of a weaker economy due to the Covid-19 epidemic and the war in Europe. The event will offer the opportunity to participate in panel discussions on the topic, listen to professional presentations by national and international speakers, share examples of effective practices and actively engage in conversations with leading authorities in the field of digital public health. Speakers will include representatives from the European Commission, Member States, academia and businesses at national and international level

Wednesday 23 November 2022. At Coreper I, delegations will focus on the Competitiveness Council on 1-2 December. In the working document, it was emphasised how crucial it is to adopt a methodical approach to user adoption and to foster an atmosphere that encourages greater exploitation of EU data spaces. Problems to be solved include the relationship between the various institutional levels in a synergetic working perspective and the exposure of current obstacles to the implementation of the EU data space.

Thursday 24 November 2022. In the morning, the Parliament will debate the report on the proposal for a decision of the European Parliament and the Council establishing the Policy Programme 2030 “Path to the Digital Decade” with Czech Martina Dlabajová (Renew) as rapporteur in charge. Political agreement on the dossier was reached by the European Parliament and the Council last July and only lacks the formal approval of the two co-legislators. Once approved, the Strategic Programme for the Digital Decade will enter into force. In addition to transnational projects and platforms for cooperation between the Commission and Member States, the programme aims to establish a governance and funding framework to help achieve the goals of the Digital Decade 2030.


Monday 22 and Tuesday 23 November 2022. An expert meeting will be held in Prague focusing on vaccinations, albeit not being a major public concern, it still remains an important topic of work in the EU. In particular, the focus of discussion will be not only Covid-19 but also immunity in the context of the Ukrainian refugee crisis and the vaccination calendar.

Wednesday 23 November 2022. In plenary, a vote will be held on the motion for a resolution on the prevention, management and better care of diabetes in the EU on the occasion of World Diabetes Day.


Wednesday 23 November 2022. Starting in the afternoon, Parliament will discuss energy with a focus on “a truly interconnected single energy market to keep bills low and businesses competitive”.

Thursday 24 November 2022. Parliament will vote on the motion for a resolution on the outcome of the modernisation of the Energy Charter Treaty. This amendment will, among other things, update the ECT’s mechanisms for resolving disputes between investors and states and expressly allow nations to take regulatory action that affects ongoing investments for causes such as environmental conservation or climate change. The main objective is to ensure that the ECT is modernised in a way that prevents the EU and its Member States from taking a coordinated or unilateral decision to abandon the ECT.


Monday 22 November 2022. At the EU Commission meeting, the agenda is taken up by the autumn package for the European Semester, under Trade Commissioner Valdis Dombrovskis. Delicate manoeuvring at a time of particular tension both within and outside the EU.
