Digital, energy, and health: this week's Brussels agenda in a nutshell



The spotlight will be on the plenary session of the European Parliament in Strasbourg, which will, among other things, deal with amendments on the REPowerEU. Energy will be the focus of the institutions with the extraordinary Transport, Telecommunications and Energy (Energy) Council meeting to contend with the instability of the gas market, a topic that will also be on the agenda of the European Council. On the digital theme, the vote on the opinion on the Chips Act in the IMCO Committee should be noted. In the background, the Global Forum on the Ethics of Artificial Intelligence in Prague.

DIGITAL

Monday 12 December 2022. The IMCO Committee will vote on the draft opinion on the establishment of a framework of measures to strengthen the European semiconductor ecosystem (Chips Act). Rapporteur for the opinion is Maria-Manuel Leitão-Marques (S&D) from Portugal.

Tuesday 13 December 2022. In plenary there will be a vote on the motion for a resolution – The Digital Divide: social differences created by digitisation with Rapporteur Dolores Montserrat (EPP) from Spain. On the same day, the Czech Presidency of the Council of the European Union will host the Global Forum on the Ethics of Artificial Intelligence under the auspices of UNESCO in Prague. The Forum is an important step towards creating a strong international coalition to ensure the ethical development and use of AI globally. Ministers and senior officials from the EU and other parts of the world will participate, as well as leading scientists and practitioners at the forefront of AI ethics. The focus will be on national and regional best practices for the use of AI to achieve win-win social, economic and environmental outcomes while limiting the associated dangers.

HEALTH

Tuesday 13 December 2022. The Health Working Group will focus on the proposed regulation on quality and safety standards for substances of human origin intended for human application and repealing Directives 2002/98/EC and 2004/23/EC, and on the administrative agreement between HERA and the WHO Hub for Pandemic and Epidemic Intelligence.

ENERGY

Tuesday 13 December 2022. The plenary will start the debate on the directives on the promotion of renewable energy, energy performance of buildings and energy efficiency – amendments (REPowerEU) with Rapporteur the German Markus Pieper (EPP). As well as, the extraordinary Transport, Telecommunications and Energy (Energy) Council will meet in Brussels. A proposal for a Council rule on a temporary gas market adjustment mechanism will be the main item on the agenda of the EU energy ministers. This would be a temporary emergency measure based on Article 122 of the Treaty, introducing a market correction mechanism for the price of certain gas trades on the Title Transfer Facility (TTF), which could be activated and deactivated when certain market conditions occur, and suspended if necessary. The Working Group on Atomic Questions will also meet.

Thursday 15 December 2022. Important European Council meeting in Brussels that will touch on key issues for the Union. In addition to the debate on the Russian-Ukrainian conflict, the focus will be on security and defence, the Southern Neighbourhood, external relations with a focus also on the energy dossier and the economy.

OTHER APPOINTMENTS

Monday 12 December 2022. The EU High Representative for Foreign Affairs and Security Policy, Josep Borrell, will chair the Foreign Affairs Council. It will be preceded by a meeting of EU and Eastern Partnership foreign ministers. The Council will discuss Russia’s actions towards Ukraine and Iran. Ministers will be briefed on the situation in Moldova, the Southern Neighbourhood, human rights, the European Peace Facility and Tunisia under current conditions. The High Representative will also update ministers on the progress of the EU’s global outreach activities and the Global Gateway.

Tuesday 13 December 2022. General Affairs Council meeting, the agenda focus will be on: Transparency and targeting of political publicity; Electoral rights and democratic participation (background information); Preparations for the European Council meeting on 15 December 2022; Enlargement and the Stabilisation and Association Process; the European Commission’s Enlargement Package 2022; Annual Rule of Law Dialogue; Legislative Programming; the European Semester; and, finally, Conference on the Future of Europe.
