During the week of November 25–29, the European institutions will face a particularly intensive agenda, highlighted by the plenary session of the European Parliament in Strasbourg. Key events include the presentation of the new Commission for the 2024–2029 term, the vote on the annual budget, and reports on recent international conferences – the G20 and COP29.
Monday November 25. The European Parliament will hear a Commission statement on the outcomes of the G20 summit held in Rio de Janeiro on November 18–19, where the European Union participated as a Member State alongside 19 other world leaders and the African Union. Topics such as sustainable development and energy transition were among the focal points of the meeting.
Monday November 25. The ENVI Committee will gather in Strasbourg for an extraordinary meeting. The agenda includes various regulation proposals concerning chemical substances, such as the establishment of a common data platform for chemicals, rules to ensure data accessibility and availability, and a related monitoring system.
Tuesday November 26. The Commission will present in plenary its Autumn 2024 Economic Forecast, titled: “Autumn 2024 Economic Forecast: A gradual rebound in an adverse environment.” The report forecasts a modest improvement in the Union’s economy, specifically predicting a GDP growth rate of 0.9% for 2024 and a reduction in overall eurozone inflation from 5.4% in 2023 to 2.4% in 2024.
Tuesday November 26 and Wednesday November 27. MEPs V. Negrescu (RO, S&D) and N. Herbst (DE, PPE) will present to Parliament a report on the text approved by the Conciliation Committee regarding the EU’s general budget for the 2025 financial year. The following day, the Parliament is scheduled to vote on this measure.
Wednesday November 27. The new Commission for the 2024–2029 term will be voted on. President-elect Ursula von der Leyen will present her program and the Commissioners designate, following their hearings during the previous week, to the plenary session in Strasbourg.
Wednesday November 27. A resolution on the vulnerability of critical infrastructure to potential hybrid threats in the Baltic Sea will be discussed in Parliament, focusing on cybersecurity, cyberspace policy, public safety, and counter-terrorism measures.
Wednesday November 27. The European Parliament will be informed by the Commission on the outcomes of COP29, held in Baku between November 11–22, and on the challenges for international climate policy.
Wednesday November 27 and Thursday November 28. In Brussels, the Competitiveness Council (COMPT) will hold a comprehensive agenda on Internal Market, Industry, Research, and Space. European ministers will discuss recommendations from the Draghi Report, focusing on the future of European competitiveness, sustainable resource management through research and innovation, and on the bioeconomy. The Council will also deliberate on space policy, including an interim evaluation of the EU Space Programme and plans for its future development.
Thursday November 28. The Parliament will discuss the Budapest Declaration on the New European Competitiveness Deal, adopted on November 8 following an intergovernmental meeting of European leaders in Budapest. Based on conclusions from the European Council in April 2024 and taking into account the Draghi and Letta Reports, the declaration addresses cross-cutting issues of competitiveness, innovation and the European economy. On Thursday, the debate will focus on the future of the agriculture and manufacturing sectors within the EU.
