The week of February 17-21 at the European institutions will feature meetings of parliamentary Committees and the two-day European Parliamentary Week 2025. The event, organized on an annual basis by the European Parliament, and this year in cooperation with the Sejm and Senate of the Republic of Poland, will involve a series of inter-parliamentary conferences, delivered by the Committees, and two plenary sessions with the participation of many of the EU’s top officials such as Roberta Metsola and António Costa. Speakers include Mario Draghi, who will return to Brussels to talk about competitiveness six months after the publication of his report.
PARLIAMENTARY COMMITTEES
Monday 17 February. The Environment, Public Health and Food Safety Committee (ENVI) is scheduled to meet. Highlights include votes on the text to adopt a common data platform on chemicals and, in a joint meeting with the Committee on the Internal Market and Consumer Protection (IMCO), on the proposed regulation on circularity standards for vehicle design and management of end-of-life vehicles.
Monday 17 & Tuesday 18 February. The IMCO Committee will meet for a busy two-day agenda. At the opening, the committee will hear reports on the inter-institutional negotiations and ongoing working groups from rapporteurs Delara Burkhardt (S&D) and Sandro Gozi (Renew) on the Green Claims Directive, and Brando Benifei (S&D) on the implementation and enforcement of the Artificial Intelligence Act.
Following, a hearing on product safety and regulatory compliance in e-commerce and non-EU imports will be held, preceding Tuesday’s update by the Commission on ongoing investigations into e-commerce platforms.
On the following day, the text for the proposed AI Liability Directive will be voted on just ahead of the deadline for submitting amendments set for February 20.
Tuesday 18 February. An exchange of views will be held between members of the Committee on Civil Liberties, Justice and Home Affairs (LIBE) and Executive Vice-President Henna Virkkunen.
On the same day, the Committee for International Trade (INTA), following last week’s plenary debate, will discuss with Commission representatives the state of US-EU trade relations and, in particular, possible import restrictions on AI chips in Europe.
Wednesday 19 & Thursday 20 February. The Committee on Industry, Research and Energy (ITRE) will meet. The first day will feature a heavy voting schedule. Among the various topics on which MEPs are expected to vote on are: Assessment of the implementation of Horizon Europe in view of its interim evaluation and recommendations for the 10th Research Framework Programme and Restructuring the Union framework for the taxation of energy products and electricity (recast).
After, Rapporteur Giorgio Gori (S&D) will introduce the discussion on Energy Intensive Industries.
The following day, the ITRE Committee is scheduled to hold two structured dialogues respectively with Ekaterina Zaharieva, Commissioner for Start-ups, Research and Innovation, and Dan Jørgensen, Commissioner for Energy and Housing.
OTHER EVENTS
Monday 17 & Tuesday 18 February. European Parliamentary Week 2025 will be held, which will explore a wide variety of topics related to stability, economic coordination and governance in the EU and will feature participation from parliamentary committees (ECON, BUDG, EMPL), Commission representatives including Executive Vice-President Roxana Minzatu and experts. Among the various panels, Piotr Serafin, European Commissioner for Budget, Anti-fraud and Public Administration, will intervene on closing the competitiveness gap in view of the post-2027 multi-year financial framework. Closing the 2025 edition, Mario Draghi will give a speech before the Parliament plenary session on improving EU competitiveness through the single market, innovation policy, better regulation and quality jobs.
Tuesday 18 February. The Executive Vice-Presidents Teresa Ribera and Stéphane Séjourné will meet with the social partners to discuss the Clean Industrial Deal, which is scheduled to be published on February 26.
On the same day, European Trade Commissioner Valdis Dombrovskis will attend the Council meeting in its ECOFIN configuration.
