The upcoming week in the European institutions will see MEPs engaged in their respective constituencies. As a result, the spotlight will be on the European Commission, which is set to present several key documents, including the Clean Industrial Deal. On the geopolitical front, the leaders of the EU’s three main institutions are expected in Kyiv for a joint visit in support of Ukraine.

Monday, 24 February

European Commission President Ursula von der Leyen, European Parliament President Roberta Metsola, and European Council President António Costa will travel to Kyiv, marking three years since Russia’s invasion of Ukraine. On this occasion, the Ukrainian government is preparing a meeting of partner country leaders to discuss peace, security guarantees, and the future of collective security.

On the same day, a meeting of the Foreign Affairs Council of the 27 EU Member States is scheduled to take place in Brussels.

Wednesday, 26 February

Executive Vice-President for Prosperity and Industrial Strategy Stéphane Séjourné and Executive Vice-President for a Clean, Fair and Competitive Transition Teresa Ribera will hold a joint press conference to present the Clean Industrial Deal. According to early reports, the plan will be divided into six thematic areas: energy security and energy prices, financing, recycling and critical raw materials, jobs and skills, key markets, and global action.

On the same day, Vice-President Séjourné and European Commissioner for Trade Valdis Dombrovskis will present the First and Second Omnibus Packages, focusing on sustainability and investment simplification, respectively. The first package will center on broad simplifications in sustainable finance reporting, sustainability due diligence, and taxonomy. The second will outline a plan to simplify the InvestEU program and the European Fund for Strategic Investments while reducing bureaucracy in reporting requirements.

Finally, Vice-President Ribera will present the Affordable Energy Action Plan, which will explore ways to reduce electricity system costs, including network tariffs, taxes, and levies.
