During the week of 7–11 July, the European Parliament will hold its plenary session in Strasbourg. The agenda will focus extensively on energy and sustainability, including the review of Climate Law – 2040 targets. In parallel, the European Commission is expected to publish both the Annual Rule of Law Report and the Chemicals Package, which will include a sixth omnibus regulation for the chemical sector.
DIGITAL
Tuesday 8 July. Plenary proceedings in Strasbourg will begin with a joint debate on the current state of EU-China relations ahead of the upcoming EU-China Summit. Central to the discussion will be China’s export restrictions on critical raw materials, as the country currently supplies 66% of global demand. The European Commission will deliver a statement on the matter, with a vote scheduled for Thursday.
The issue of critical raw materials and European strategic autonomy remains highly pressing. Notably, a significant section of the EU Quantum Strategy — published last wee — focuses on the security of the supply chain.
On the same day, the Commission and the Council will also address Parliament on the implementation progress of the European Media Freedom Act and present a statement on the EU’s need to ramp up development of clean technologies.
SUSTAINABILITY
Tuesday 8 July. Parliament will vote on the report regarding the proposed regulation on gas storage and its role in ensuring supply security ahead of the winter season.
On the same day, Members of Parliament will hear statements from the Commission concerning the review of the 2040 targets under the Climate Law, followed by interventions from various political groups.
Wednesday, 9 July
A resolution will be put to a vote concerning the regulation on deforestation, which includes a classification system for countries based on their level of risk (low or high).
Parliament will also vote on a report assessing the EU’s progress in implementing the Sustainable Development Goals ahead of the 2025 High-Level Political Forum.
Thursday 10 July. The final day of the session will open with a Commission statement on the Post-2027 Common Agricultural Policy.
Later in the day, Parliament will vote on the regulation regarding economic operators’ due diligence obligations for batteries, which amends Regulation (EU) 2023/1542.
HEALTH
Tuesday 8 July. Vice-President Stéphane Séjourné, together with Commissioner Valdis Dombrovskis, will present the Chemicals Package to Parliament. This package will include an action plan for the European chemical sector and the sixth omnibus regulation on chemicals.
Wednesday 9 July. Vice-President Roxana Mînzatu will unveil a new strategy aimed at supporting medical countermeasures against public health threats.
Thursday 10 July. Parliament will vote on a motion of censure against the Commission following the judgment by the EU General Court on 14 May 2025 (Case T-36/23, Stevi – The New York Times v. Commission). MEPs found that the Commission failed to provide a credible justification for withholding documents concerning its dealings with Pfizer/BioNTech regarding COVID-19 vaccine procurement.
The session will conclude with a Commission statement on on endometriosis and the pressing need to address gender disparities in healthcare across the EU.
OTHER EVENTS
Wednesday 9 July. The Commission will publish the Annual Rule of Law Report, which evaluates developments in four key areas: the judiciary, anti-corruption frameworks, media pluralism and freedom, and issues related to checks and balances and separation of powers.
A plenary debate will also take place on the Budapest Pride and the urgent need for a comprehensive EU-level anti-discrimination law, as well as the protection of fundamental rights in light of growing far-right attacks.
Lastly, a dialogue between the Council and Commission will focus on Parliament’s expectations for the upcoming Commission proposal on the EU’s post-2027 long-term budget.
