I-Com co-authors key chapter in GTIPA report showcasing Italy’s best practices in Smart Deregulation

I-Com continues to strengthen its role as part of the Global Trade and Innovation Policy Alliance (GTIPA) by actively contributing to global research addressing regulatory challenges and opportunities for innovation. Following I-Com’s participation in the joint declaration on reversing tariff escalation, President Stefano da Empoli has co-authored a key chapter, together with Competere, in the latest GTIPA report on how deregulation can unleash powerful innovations worldwide. This work will be presented in Buenos Aires on September 23rd.

The chapter highlights key regulatory reforms transforming Italy’s innovation ecosystem. In the digital domain, Italy’s deregulation efforts have streamlined digital infrastructure deployment through digital-by-default authorization systems and fast-track permitting. These measures have reduced costs and attracted private investment to expand broadband networks. The country has also introduced market-based incentives to promote energy storage technologies, supporting a more resilient and sustainable power grid. Additionally, simplified procedures for the use of anonymized health data have fostered innovation in medical research and digital health solutions while protecting privacy.

Drawing on international case studies, the GTIPA report finds that deregulation designed around legal certainty can lower barriers to market entry, boost formalization among SMEs, and foster technology adoption. However, the report also underscores the need to balance efficiency gains with protections for consumers and fair competition. Ensuring that reforms reach all sectors of society remains a key challenge and a priority for policy makers.
