The agenda for this week will be marked by the European Parliament plenary session in Strasbourg. On the European Commission side, several key initiatives are expected, including the Action Plan on cybersecurity and AI and the Livestock Strategy. Internationally, the Eurogroup meeting and the NATO Summit in Ankara will also be in focus.
DIGITAL
Tuesday 7 July. In Strasbourg, Executive Vice-President for Technological Sovereignty, Security and Democracy Henna Virkkunen will present the Action Plan on cybersecurity and AI, aimed at strengthening the EU’s capacity to address the challenges posed by artificial intelligence and cyber threats.
On the same day, plenary will vote on the report on the feasibility of a 28th tax regime and its potential to support EU competitiveness. The rapporteur is Ľudovít Ódor (Renew–Slovakia).
Also in plenary, MEPs are expected to vote on the new strategy for media literacy and digital learning, with Marcos Ros Sempere (S&D–Spain) as rapporteur.
SUSTAINABILITY
Tuesday 7 July. The European Commission is expected to present the Livestock Strategy, under the responsibility of Executive Vice-President for Cohesion and Reforms Raffaele Fitto. The initiative is expected to feed into the debate on the future of the European livestock sector, in the context of challenges linked to the competitiveness of agricultural value chains.
In plenary, MEPs will vote on the report on the implementation and delivery of the Sustainable Development Goals ahead of the 2026 High-Level Political Forum. The file is jointly led by the Committee on Development (DEVE) and the Committee on the Environment, Climate and Food Safety (ENVI), with Lukas Mandl (EPP–Austria) and Pierfrancesco Maran (S&D–Italy) as rapporteurs.
Wednesday 8 July. The European Parliament will vote on the protection of the environment through criminal law, in the context of the decision on the conclusion, on behalf of the European Union, of the Council of Europe Convention on the Protection of the Environment through Criminal Law. The rapporteur is Ilhan Kyuchyuk (Renew–Bulgaria).
OTHER EVENTS
Tuesday 7 July. In plenary, the programme of activities of the Irish Presidency of the Council of the EU will be presented, followed by a debate with MEPs. Also in plenary, MEPs are expected to vote on the 2025 annual report on competition policy. The rapporteur is Stéphanie Yon-Courtin (Renew–France).
Tuesday 7 – Wednesday 8 July (Ankara). The NATO Summit will bring together Heads of State and Government of the Alliance’s member countries to discuss the future of NATO and the main international security challenges.
Wednesday 8 July. In plenary, MEPs will debate the conclusions of the European Council meeting of 18–19 June 2026, with statements by the European Council and the Commission.
Thursday 9 July. The Eurogroup will meet, bringing together the finance ministers of the euro area Member States to discuss the coordination of economic and fiscal policies in the single currency area.
