Policy Conversation: DIGITAL NETWORKS ACT: Europe’s Next Phase in Connectivity Policy

Yesterday, I-Com Brussels hosted a policy conversation on the Digital Networks Act. The event, taking place at the outset of the DNA’s legislative process, brought together key institutional stakeholders, who will be shaping its development in the months ahead, to share their perspectives and expectations for the file.

The discussion addressed most of the key issues covered in the proposal, including: the investments gap in the EU connectivity sector, the current market fragmentation, the substantial reform of the radio spectrum management and the harmonization and simplification efforts for the single market.

Alessio Caramitti, I-Com Research fellow, opened the conversation by presenting the Institute’s background document produced for this roundtable.

The event then featured a keynote speech by Franco Accordino, Head of Unit Investment in High-Capacity Networks, DG Connect, focusing on the DNA’s scope and main interventions, with additional transversal considerations. Following, Francesco Torselli, MEP and shadow rapporteur for the proposal, took the floor stressing the importance of attracting investments for this sector.

Finally, from the Council’s side, Kristina Semėnė, Attaché for Telecom and Post at the Perm. Rep. of Lithuania, Alberto La Bella, Counsellor for Telecom and Transports at the Perm. Rep. of Italy to the EU, and Filipe Batista, Attaché for Telecom and postal Services at the Perm. Rep. of Portugal to the EU took the floor, sharing their initial reflections on the proposal and some considerations regarding their respective national sectors.
