The week of 3-6 November at the European institutions will be marked by the parliamentary Committees meetings in Brussels. Moreover, representatives of the Council of the European Union will join other world leaders at the Climate Summit in Belém, Brazil, as part of the preparatory phase for COP30, which will take place 10-21 November.
DIGITAL
Wednesday 5 November. During the meeting of the Special Committee on the European Democracy Shield, MEPs will hold an exchange of views with the NATO Cooperative Cyber Defence Centre of Excellence and will discuss allegations of Hungarian espionage within the EU, as well as Russia’s use of criminal networks in hybrid warfare. The meeting will conclude with the presentation of the study “Strengthening Resilience – Towards the European Democracy Shield”.
SUSTAINABILITY
Tuesday 4 November. The European Commission is expected to unveil the Transport Package. This will include the European high-speed rail network plan and the Sustainable transport investment plan. The latter will outline a strategy to support the production and distribution of sustainable fuels for transport.
On the same day, the Environment Council will convene in Brussels. Ministers are called to reach a general agreement on the EU climate legislation revision proposal and to approve the Union’s Nationally Determined Contribution (NDC) for the post-2030 period, to be submitted to the United Nations Framework Convention on Climate Change (UNFCCC), preferably ahead of COP30 in November.
Wednesday 5 November. An extraordinary meeting of the Committee on Industry, Research and Energy (ITRE) will take place, during which MEPs will vote on the draft opinion concerning the amendment proposal of Regulation 2021/1119 establishing the framework for achieving climate neutrality.
Thursday 6 and Friday 7 November. The Council of the European Union will join other world leaders at the Climate Summit in Belém, Brazil, as part of the preparatory phase for COP30, which will take place 10-21 November. The agenda will comprise climate crisis, forests and oceans, energy transition, the ten years of the Paris Agreement, NCDs and financing.
HEALTH
Tuesday 4 November. The Committee on the Environment, Public Health and Food Safety (ENVI) will vote on the draft opinion regarding the Critical Medicines Act. The ENVI Committee has been appointed to provide its opinion on this regulation proposal which was presented last March.
Wednesday 5 November. The Committee on Public Health (SANT) will convene in preparation for the forthcoming publication of the own-initiative report on the EU Cardiovascular Diseases Strategy.
Finally, the European Parliamentary Research Service (EPRS) will present to SANT MEPs the study “Europe’s Beating Cancer Plan: Implementation Findings”.
OTHER EVENTS
Monday 3 November. During the meeting of the Committee on International Trade (INTA), MEPs will discuss the implementation of the bilateral safeguard clause of the EU–Mercosur Partnership Agreement and the EU-Mercosur Interim Trade Agreement for agricultural products.
Wednesday 5 November. The Committee on Economic and Monetary Affairs (ECON) will meet in Brussels to vote on the provisional agreement resulting from interinstitutional negotiations on the amendments to the regulations establishing, respectively, the European Fund for Strategic Investments, Horizon Europe, and InvestEU. The aim of these revisions is to simplify reporting requirements and improve efficiency in accessing funds.
