On December 3, I-Com Brussels hosted a policy breakfast on space and the potential impacts of the EU Space Act on the Italian and European industrial sectors.
Following the publication of the EU Space Act proposal last June and just head the start of the co-legislators’ work, I-Com brought together MEP Elena Donazzan, ITRE rapporteur for the file, Mr Andrea Caccioppoli, legal and policy officer at DG DEFIS, and Cons. Salvatore Pignataro, Space Attaché at the Italian Perm. Rep., to discuss the EU Institutions’ perspectives on the proposal and to engage in an open and constructive dialogue with the most relevant stakeholders from the sector.
The high-level discussion addressed most aspects of the EU Space Act, ranging from the legal basis and the EU Single Space Market objective to safety efforts to mitigate risks related to orbital congestion and space debrief as well as cybersecurity and infrastructures resilience considerations. It also touched on concerns regarding harmonization, overlaps and conflicts with existing normative and standardization frameworks. Finally, comments on the overall governance structure were shared.
Throughout the discussion, a central question persisted: how to regulate the space economy without stifling innovation, while unleashing the competitiveness of European and Italian players.
This moment of exchange by I-Com fuels the growing momentum in Brussels in relation to space, as policymakers and stakeholders are debating and meeting regularly to define together a shared European approach for space regulation. I-Com is proud to have contributed to this European discussion by facilitating and promoting the process of engagement and dialogue, as well as by producing a study that highlights the status and potential of the European and Italian space economy, alongside a regulatory analysis of the proposal at stake.
