This week’s agenda will be marked by the European Parliament plenary session in Strasbourg. In parallel, the European Commission is expected to present several initiatives, including the file on child safety online and the Fair Labour Mobility Package. On the Council side, the informal meeting of ministers responsible for cohesion policy in Dublin and the Eurogroup meeting will also be in focus.
DIGITAL
Tuesday 15 September. In Strasbourg, European Commission President Ursula von der Leyen will present the initiative on child safety online, aimed at strengthening the protection of children and teenagers in the digital environment and addressing risks linked to the use of online platforms and services.
Thursday 17 September. On the same topic, plenary is expected to vote on the report on the impact of social media and the online environment on young people, with Sandro Ruotolo (S&D–Italy) as rapporteur. The file addresses the effects of the digital ecosystem on the wellbeing, safety and participation of children and young people.
SUSTAINABILITY
Monday 14 September. Plenary will hold a debate on the extension of the scope of the Carbon Border Adjustment Mechanism to downstream goods and anti-circumvention measures. The rapporteur is Mohammed Chahim (S&D–Netherlands). On the same day, MEPs will also debate the establishment of the Temporary Decarbonisation Fund, with Pascal Canfin (Renew–France) as rapporteur, and the file on the market stability reserve for the EU ETS, with ENVI Chair Pierfrancesco Maran (S&D–Italy) as rapporteur.
Monday 14 – Tuesday 15 September (Dublin). The informal meeting of EU ministers responsible for cohesion policy will take place, chaired by Irish Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation Jack Chambers. The meeting will focus on the future of cohesion policy, the EU’s main investment strategy to reduce economic, social and territorial disparities across regions. Ministers will discuss the future design, funding and implementation of cohesion policy beyond the current budgetary period, ahead of the 2028–2035 programming cycle.
Wednesday 16 September. In plenary, two votes are expected on files related to nuclear safety and decommissioning. The first concerns the Instrument for Nuclear Safety Cooperation and Decommissioning for the period 2028–2034, with Sophie Wilmès (Renew–Belgium) as rapporteur for the Committee on Industry, Research and Energy (ITRE). The second concerns the assistance programme for the decommissioning of the Ignalina nuclear power plant in Lithuania for the period 2028–2034, with Virginijus Sinkevičius (Greens/EFA–Lithuania) as rapporteur for ITRE.
HEALTH
Tuesday 15 September. Plenary is expected to vote on the report on an EU health workforce crisis plan, with a focus on the sustainability of healthcare systems and employment and working conditions in the sector. The file is jointly led by the Committee on Employment and Social Affairs (EMPL) and the Committee on Public Health (SANT), with Loucas Fourlas (EPP–Cyprus) and Ruggero Razza (ECR–Italy) as rapporteurs.
Wednesday 16 September. Plenary will vote on the European strategy for cardiovascular diseases, with Romana Jerković (S&D–Croatia) as rapporteur for the Committee on Public Health (SANT). On the same day, the European Parliament will also vote on the report on gender inequalities in health, specifically as regards gender-specific conditions. The rapporteur is Billy Kelleher (Renew–Ireland), for the Committee on Women’s Rights and Gender Equality (FEMM).
OTHER EVENTS
Tuesday 15 September. Plenary will hold the State of the European Union debate, with an address by European Commission President Ursula von der Leyen. The speech will be one of the main political moments of the institutional restart, taking stock of the Union’s priorities and outlining key initiatives expected in the coming months.
On the same day, the European Commission will present the Fair Labour Mobility Package, under the responsibility of Executive Vice-President for Social Rights and Skills, Quality Jobs and Preparedness Roxana Mînzatu. The package is expected to include a proposal for a European Social Security Pass, the strengthening of the European Labour Authority and a skills portability initiative, with the aim of making labour mobility within the EU simpler, fairer and more transparent.
Friday 18 September. The Eurogroup will meet, bringing together the finance ministers of the euro area Member States to discuss the coordination of economic and fiscal policies in the single currency area.
