A very busy week for the activities of the Parliamentary Committees and the European Commission. The latter will present the long-awaited Pharmaceutical Package, a proposal that has been delayed due to the busy work of the Commission. The main dossiers to be focused on by the Commission are the Data Act, the Chips Act, the Interoperable Europe Act and the Cyber Resilience Act as far as the digital area is concerned. Moving to the energy issue, the spotlight is on the Renewable Energy Directive and the Energy Efficiency Directive. Closing the week, there is the Eurogroup meeting in Brussels.

DIGITAL

Monday 24 April 2023. On the agenda of the IMCO Committee is the report to its MEPs on the negotiation of the regulation on transparency and targeting of political advertising signed by Sandro Gozi of Italy (Renew). This will be followed by the report on the outcome of interinstitutional negotiations on the Chips Act – Agreement reached on 18 April, whose rapporteur for the opinion is the Portuguese Maria-Manuel Leitão-Marques (S&D) and on the report on the negotiations on the Data Act, an opinion signed by Adam Bielan (ECR) from Poland.

Tuesday 25 April 2023. The ITRE Committee will deal with the debrief of the agreement reached during negotiations on the Chips Act signed by Dan Nica (S&D) from Romania and with the report on negotiations on the Data Act for which the rapporteur is Pilar del Castillo Vera (EPP) from Spain. In addition, the draft report of the Cyber Resilience Act whose rapporteur is the Italian Nicola Danti (Renew) will be examined.

ENERGY

Tuesday 25 April 2023. In the TRAN Committee there will be a report to the committee on the negotiations on the regulation for the use of renewable and low-carbon fuels in maritime transport, whose rapporteur is Jörgen Warborn (EPP) from Sweden. This will be followed by another report on the regulation on alternative fuels infrastructure whose rapporteur is Ismail Ertug (S&D) from Germany. On the ITRE agenda there will be a debrief on the outcome of negotiations on the Renewable Energy Directive by the German Markus Pieper (EPP) – Agreement reached on 29 March. There will also be a vote on the provisional agreement resulting from inter-institutional negotiations of the Energy Efficiency Directive, for which the rapporteur is Niels Fuglsang (S&D) from Denmark.

Wednesday 26 April 2023. In Brussels, the ENVI Commitee has on its agenda several reports on the inter-institutional negotiations, particularly on the Renewable Energy Directive whose rapporteur for the opinion will be the Finnish Nils Torvalds (Renew). On the same day, the joint session of ENVI and ITRE will vote on the regulation to reduce methane emissions in the energy sector signed by Silvia Sardone (ID) from Italy and Jutta Paulus (Greens) from Germany.

HEALTH

Monday 24 April 2023. In the Health Sub-committee, there will be an exchange of views with Emer Cooke, Executive Director of the European Medicines Agency (EMA) and Pierre Delsaux, Director-General of the Health Emergency Preparedness and Response Authority (HERA).

Tuesday 25 April 2023. In the IMCO Committee, the compromise amendments of the European Health Data Space will be debated, the rapporteur for the opinion being Andrey Kovatchev (EPP) from Bulgaria.

Wednesday 26 April 2023. The Pharmaceutical Package is expected to be presented to the College of Commissioners. It includes the review of the pharmaceutical legislation, the EU legislation on medicines for children and rare diseases and the Council Recommendation on strengthening EU actions to combat antimicrobial resistance in one approach. In the ENVI Committee, the same package will be presented followed by an exchange of views with Stella Kyriakides, European Commissioner for Health and Food Safety.

Thursday 27 April 2023. The Working Group on Public Health will work on the proposal for a Council Recommendation on antimicrobial resistance (AMR).

OTHER APPOINTMENTS

Friday 28 April 2023. Eurogroup meeting in Brussels. On the agenda, the stocktaking of the banking union and developments in the banking sector, debriefing of the March Euro Summit, international meetings with an account of the IMF spring meetings and preparation for the G7 meeting in May.
